Minister and Deputy Chief of Mission (DCM) of the Embassy of Japan in Bangladesh Takahashi Naoki was present as the special guest at the “B-TOPS” (Bangladesh Top Software Engineers) seminar held in Dhaka on Sunday (26 October 2025).
The seminar was jointly organized by JICA, Bangladesh Computer Council (BCC) and Bangladesh Association of Software and Information Services (BASIS).

The ‘B-TOPS’ project is an ongoing technical cooperation program of JICA, which aims to produce highly skilled ICT professionals in Bangladesh. Inspired by the “TOPS” initiative run by the National Institute of Informatics (NII), Japan, the project is providing advanced training to mid-level IT engineers in Bangladesh, which will further strengthen the country’s rapidly growing IT sector.
Speaking at the seminar, Minister Takahashi Naoki said, “The B-TOPS project is a unique example of close collaboration between government, academia and industry.” He reiterated Japan’s commitment to continued support for human resource development in Bangladesh and said, “Such initiatives will help Bangladesh’s software and digital services sector move higher up the global value chain.”

The event was attended by Mr. Shish Haider Chowdhury, Secretary, Department of Information and Communication Technology, three renowned professors from NII, Japan, and representatives of the ICT sectors of Bangladesh and Japan.
