NCP’s proposal on decentralization of courts and protection of fundamental rights during emergency in National Consensus Commission discussions

The National Citizen Party (NCP) participated as usual in the discussions on the tenth day of the second phase of the National Consensus Commission meeting on Monday (July 7, 2025). The discussions today revolved around two important issues – decentralization of courts to the upazila level and protection of fundamental rights during the state of emergency.

In the first phase of the discussion, political parties presented their views on the proposal for decentralization of courts to the upazila level. Most political parties, including the NCP, supported this proposal in principle. They believe that decentralization will make the judicial process more people-oriented and effective.

In the second phase, discussions were held on the amendment of Article 141 (a), (b) and (c) of the Constitution relating to the state of emergency. The NCP recommended amendments to the relevant sections of the Constitution at this time and proposed that even during a state of emergency, fundamental rights, including the right to justice of the people, should be preserved, which are not in conflict with the main purpose of the state of emergency.

On behalf of the NCP, the party’s member secretary Mr. Akhtar Hossain, joint convener Mr. Javed Rasin and central organizer Mr. Arman Hossain participated in the discussion.
