The Ministry of Housing and Public Works has issued a notification to ‘compulsory retirement’ Deputy Assistant Engineer Md. Shahin Uddin of the Public Works Department and ‘demotion to a lower salary grade’ of Deputy Assistant Engineer Md. Alamgir Hossain of the Public Works Department for being found guilty of making abnormal expenditure in the purchase and installation of furniture and necessary materials for the 20th and 16th floor buildings of the Rooppur Green City project (under construction in 2019) in Pabna.
Md. Shahin Uddin, Deputy Assistant Engineer (Civil) (temporarily suspended) Pabna Public Works, Sub-Division and Md. Alamgir Hossain, Deputy Assistant Engineer (Civil), Rajshahi Public Works Zone, while working, were reported in various media outlets at that time to have incurred unusual expenses in purchasing and installing furniture and necessary materials in the 20th and 16th floor buildings of the Rooppur Green City Project (under construction in 2019). The investigation report submitted by the Public Works Department and the Ministry of Housing and Public Works on 19/05/2019 on the matter has proven the unusual expenses in purchasing and installing furniture and necessary materials in the building.
As per the recommendation of the investigation committee, Md. Shaheen Uddin has been found guilty of ‘misconduct’ under Rule 3 Sub-rule (b) of the Government Servants (Discipline and Appeal) Rules, 2018 for being directly involved in preparing the estimate of abnormal expenditure and neglecting to perform his duties, and as per the suggestion of the Bangladesh Public Service Commission, he has been sentenced to ‘compulsory retirement’ under Rule 4 Sub-rule 3 (b) of the Government Servants (Discipline and Appeal) Rules, 2018.
Another Deputy Assistant Engineer (Civil) Md. Alamgir Hossain has been found guilty of ‘misconduct’ under Rule 3 Sub-rule (b) of the Government Servants (Discipline and Appeal) Rules, 2018 for being directly involved in preparing the estimate of abnormal expenditure and neglecting to perform his duties, as per the recommendation of the Bangladesh Public Service Commission. The capital punishment of ‘demotion to the lowest pay grade’ has been imposed as per sub-rule 3 (a) of rule 4 of the same rules.
As it was proved in the investigation of the departmental case filed against these two, capital punishment has been imposed through a separate order signed by Md. Nazrul Islam, Secretary, Ministry of Housing and Public Works, on 04/09/2025, following the due process and taking the advice of the Public Service Commission and by order of the President.
