Local Government, Rural Development and Cooperatives Advisor Adilur Rahman Khan said, ‘The government of the July 36th mass uprising has taken the initiative to implement the July Charter. For this, a referendum will be held on the 12th. The July Charter will be implemented through a yes victory in the referendum.’
He said, ‘It was not possible to vote in the last three elections. The referendum is being held to determine the direction of Bangladesh for the century, which will be made based on people’s opinions. There is no room for neutrality here. Those who are in favor of the July Charter, in favor of the new Bangladesh, and who respect the blood of martyrs will vote yes in the referendum.’

The advisor said these things in the speech of the chief guest at the Bogra Deputy Commissioner’s conference room on Saturday (January 24, 2026) on the occasion of the ‘Thirteenth National Parliament Election and Referendum – 2026’ with district-level officials, teachers and NGO representatives.
Presided over by Rajshahi Divisional Commissioner A. N. M. Bazlur Rashid, the meeting was attended by special guests including Secretary of the Ministry of Housing and Public Works Md. Nazrul Islam, Secretary of the Local Government Division Md. Rezaul Maksud Zahedi, and Secretary of the Rural Development and Cooperatives Division Mohang Shawkat Rashid Chowdhury.

Also present were Bogra Deputy Commissioner Md. Taufiqur Rahman and Police Superintendent Shahadat Hossain, along with senior officials of the local administration and police administration.
Divisional Commissioner A. N. M. Bazlur Rashid said that the administration is organizing leaflets, voter fairs, mini marathons and torch races in favor of the referendum in every house.
Officials of various district-level government departments highlighted their public awareness and publicity activities regarding the referendum at the meeting.

The advisor laid a wreath at the Jalai Memorial Monument in Bogra district and paid homage to the martyrs. Later, the advisor inspected various development projects in Bogra district implemented by the Ministry of Local Government.
