Revenue is the main driver of our economic development. The three main sources of revenue are income tax, VAT and customs. Increasing national revenue through these three sectors, such as the main work of the National Board of Revenue, is more difficult than the collection of revenue through the formulation and implementation of a policy acceptable to all stakeholders in these sectors. In order to increase mutual trust and sincere relationship between service providers and service receivers in these three sectors and how to achieve success in both tasks by saving both time, money and labor, the National Board of Revenue has adopted online income tax return filing, online VAT return filing and Automation project for online submission of applications for all customs bond related services at home. These three projects are now fully operational. The main objective of the National Board of Revenue is to facilitate the online service to all service recipients.
Bangladesh Garments Accessories and Packaging is the largest downstream industry sector in the country. Bangladesh Garment Accessories and Packaging Manufacturers and Exporters Association (BGAPMEA) represents two thousand and one hundred industries in this sector. Most of its members enjoy the facility of bonded ware houses manufacturing all garment accessories, packaging and trims products. The RMG sector accounts for 84% of national exports. The success of the RMG sector is that they source their hundred percent of their accessories and packaging products internally from all these domestic industries.
BGAPMEA works to facilitate the development and service delivery of its 2,100 member organizations. BGAPMEA has undertaken a training program with the support of Customs Bond Automation Project of National Board of Revenue to provide hands-on training on onboarding of Customs Bond Management Automation System in online system and submission of application for other services including UP through training to concerned officials of all its member institutions.

In the initial phase of this training program, the training of 60 representatives of various member organizations of BGAPMEA in the 1st batch took place today, Monday (November 4, 2024) in conference room No. 511 of the National Board of Revenue. The Chairman of the National Board of Revenue Mr. Md. Abdur Rahman Khan, FCMA. He thanked BGAPMEA for organizing training by BGAPMEA through Bond Automation Project to encourage each of the 2000 member institutions to adopt the automation system. He suggested making the use of automation system mandatory by fixing sector-wise dead lines if necessary. If the single window system is introduced, as many as 44 business-related services can be received from one window and then the services provided by the port will also be online-based and easy, he said. He commented that the tax payer has to accept fines and harassment only because of procedural errors despite no fault of the taxpayer. He said that all the facilities of the National Board of Revenue, including VANUS, are open for such training and called for their use. Bond directed the automation project stakeholders to organize such workshops on a large scale to popularize the automation system at all levels.

Mr. Rafez Alam Chowdhury, former president of BGAPMEA while delivering the opening speech, extended import availability for 2 years, power to issue UD to the association, continuous bond facility and other facilities in favor of member organizations of BGAPMEA and onboarding in CBMS system till December 31, 2024. Exports of the apparel sector also increased at that time due to the assured supply of accessories and packaging. He requested for extension of facility of bonded warehouse in accessories and packaging sector as in apparel sector.
In the vote of thanks, Mr. Mohammad Moazzem Hossain Moti, the former president and current advisor of BGAPMEA, thanked the chairman of the National Board of Revenue, the officials of the National Board of Revenue and Customs Bond Automation Project and the officials of the software developer company Reeve Systems. He especially thanked the trainees who participated in the training. In addition to expressing his gratitude, he requested to make the services provided by the Customs House more user-friendly and faster, saying that if it is possible to release the imported goods quickly, the traders will not have to bear the delay fee and container demurrage charges. He added that although the government gets the delay fee, the government does not get the container demurrage charge.
