Bangladesh Water Development Board Director General Md. Enayet Ullah held a special meeting with all levels of officers/employees of the board at Pani Bhaban on Green Road on Wednesday (August 13, 2025) to ensure the smooth running of the board’s overall activities. Officers and employees of various departments in Dhaka participated in the meeting directly and officers and employees of field offices participated online. In that meeting, he presented 39 important guidelines to all levels of officers and employees for the smooth running of the board’s activities. He especially emphasized on the officers and employees to perform their duties with honesty and integrity.
In the meeting, he proposed to implement ADP on time, provide progress reports separately for each project, provide progress reports in book form with pictures and description of progress of each work every 15 days for work under the revenue budget, invite tenders as soon as possible and create an online platform for progress reports. He also directed to upload detailed information of emergency protective works with pictures on the online platform, follow the precautionary design of some emergency river bank protection works implemented during floods under the revenue budget, provide timely work plans from each field office and update it from time to time.
He further said that the report on the formulation of DPP, formation of technical committees and green leaf projects etc. should be updated with the targets and progress status, a training manual of international standard should be prepared, proposals should be taken from all the departments of Dhaka Field through e-mail regarding the reform of BWDB, officials should record their daily activities in Note Book, in case of implementation of urgent work, the supervising engineer should visit the site himself and declare an emergency, a weight machine should be kept at each work site, action should be taken on the news published in print media, social media, any application received from any person or organization received from the ministry and on BAPAUBO and he gave instructions to create an online app in this regard by incorporating the measures taken.
During the implementation of the project, no additional work should be implemented without prior approval, a Master Plan should be prepared for the Water Development Board, steps should be taken to produce Jute Fabrics by contacting Jute, Geo-Bag Company, updating the forestry policy, preparing a seniority list for employees of each grade, taking necessary measures to ensure the mobility and transparency of dredgers and mechanical wings, completing the registration of all lands acquired by BAPAUBO, evicting illegal occupants from all lands acquired by BAPAUBO.
At the field level, if any person comes to each office with an application or complaint, necessary measures will be taken, TO&E will be finalized and the related problems will be resolved, each chief engineer will take action to see if the Regulator and Regulator Connecting Canal under his zone are functional, budget allocation for repair work under the revenue sector will be prepared and implemented, a Technical Gridline will be prepared for emergency work during floods, recruitment process for all vacancies will be started/completed within 1 (one) year, and the Water Development Board will be instructed to take steps to create a Paperless Office.
Officers and employee representatives of different levels of the Board spoke on the above instructions of the Director General and welcomed such initiatives of the Director General and assured the Director General of their full cooperation for the overall development of the Board.
