Amendments to DAP (2022-2035) and Draft Dhaka Metropolitan Building Rules-2025 in principle approval

The Advisory Committee on DAP Review has given in principle approval to some directives of DAP (2022-2035) along with amendment proposals. Today, Sunday (October 19, 2025), a meeting of the Advisory Committee on Monitoring the Implementation of DAP prepared by RAJUK and Formulating Recommendations for Amendments, where applicable, was held at the meeting room of the Ministry of Housing and Public Works under the chairmanship of Ali Imam Majumder, Advisor to the Ministry of Land. Based on the approval in today’s meeting, DAP (2022-2035) will soon be published in gazette form.

Muhammad Fauzul Kabir Khan, Advisor to the Ministry of Power, Energy and Mineral Resources, Syeda Rizwana Hasan, Advisor to the Ministry of Environment, Forest and Climate Change, and Adilur Rahman Khan, Advisor to the Ministry of Housing and Public Works were present in the meeting.

After reviewing the issues of DAP’s flood and population density, flood flow areas and agricultural land conservation, the amendment of the provisions has been approved, giving importance to environmental sensitivity. According to this amendment, the flood and population density will increase in almost all areas under RAJUK. Also, the existing DAP (2022-2035) had permission to build civil services on agricultural land to a limited extent. Which has been canceled in the current amendment. Also, although the main watercourse and general watercourse mentioned in the existing DAP (2022-2035) are separate, in the current amendment they will be changed to “flood flow areas”. Where the construction of all types of structures will be prohibited. Also, FAR incentives have been recommended to encourage TOD, Regeneration, block-based development.

Also, the Bangladesh National Building Code (2020) and DAP (22-35) have been approved to make the building construction rules up-to-date with the trend of urban development. To control building deviations (such as excess void space, setback, land cover, population density, etc.), the rules and regulations have been amended, revised and aligned with the building code. Also, taking into account the issue of disasters, there is a provision for approval of structural and other designs along with architectural designs during construction approval. Also, to reduce customer harassment, approval of special and large-scale projects will not be required, approval fee will have to be deposited after receiving the construction approval recommendation, sewerage treatment plant (STP) has been made mandatory for land of five kathas or more in case of building construction approval, provision of green building incentives, formation of appeal committee, etc. have been added/revised.

It is to be noted that when the amendment proposal was presented in the meeting of the Advisory Committee on DAP Review on the same issue on March 19, 2025, it was ordered to be presented again for verification. In light of the said directive, the final draft was presented in the meeting today after holding about 35 meetings with various stakeholders in the Ministry of Land, Environment, Forest and Climate Change, Dr. Farhina Ahmed, Secretary of the Ministry of Environment, Forest and Climate Change, Md. Rezaul Maksud Zahedi, Secretary of the Local Government Division, Md. Abdur Rouf, Secretary of the Bridge Division, Md. Nazrul Islam, Secretary of the Ministry of Housing and Public Works, Md. Farzana Momtaz, Secretary of the Power Division, Md. Fahimul Islam, Secretary of the Ministry of Railways, Md. Fahimul Islam, Secretary of the Law and Justice Division, Liaquat Ali Molla, and RAJUK Chairman Engineer Md. Riazul Islam, along with representatives of various ministries and departments, were also present in today’s meeting.
