Ninth National Pay Commission report submitted to Chief Advisor

The Ninth National Pay Commission submitted its report to Chief Advisor Professor Muhammad Yunus on Wednesday (January 21, 2026), three weeks ahead of schedule. The 23-member commission, led by Commission Chief Zakir Ahmed Khan, presented the report at the State Guest House Jamuna.

Finance Advisor Salehuddin Ahmed, Special Assistant to the Chief Advisor Anisuzzaman Chowdhury, Finance Secretary Khairuzzaman Majumdar and all full-time and part-time members of the commission were present at the time.

On July 27, 2025, the government formed the 23-member Ninth National Pay Commission and set a deadline for submitting the report within six months. This commission was formed after a long 12 years after the formation of the Eighth Pay Commission in 2013. The deadline for submitting the commission’s report was February 14, 2026.

The commission prepared the report at a cost of only 18 percent of the budget allocated for them.

The Chief Advisor expressed satisfaction after receiving the report and thanked the members of the commission. At that time, he said, ‘This is a huge task. People have been waiting for this for a long time. After seeing the outline, I understood that it has been a very creative task.’

At that time, the Commission Chief said, in the last decade, there have been significant changes in almost all indicators of the economy at the global and national levels. Especially, the prices of daily necessities have increased manifold. Due to the lack of timely and appropriate salary structure, it has become increasingly difficult for government employees to meet their living expenses. In this context, the Commission works to review the existing salaries, allowances and other benefits and formulate necessary recommendations by setting clear terms of reference.

Following the prescribed terms of reference, the Commission held 184 meetings with various stakeholders online and offline and received opinions and proposals from 2552 people. In addition, a discussion meeting was organized with representatives of various societies and associations and a wide exchange of views was held.

Another important responsibility of the commission was to determine the financial resources required to implement the proposed salary structure and review its feasibility.

While submitting the report, the financial advisor said that the implementation of this proposal is now the next task. For this purpose, a committee will be formed, which will work on the implementation method.

The commission recommends 20 salary scales for government employees. It has been recommended to increase the minimum salary scale from 8,250 taka to 20,000 taka and the maximum salary scale from 78,000 taka to 1,60,000 taka.

The commission head said that to implement the proposals, 1,06,000 taka will be required. At present, the government is spending 1,31,000 taka on 1,40,000 taka for 9 lakh pensioners.

The new proposals in the commission’s report include: introduction of health insurance for government employees, reform of the pension system, restructuring of the Government Employees Welfare Board, formation of a service commission, rational restructuring of pay grades and scales, formation of a committee to review allowances in government offices and human resource development in the health and education sectors.

The report recommends that if an employee has a disabled child, the pay commission recommends providing a monthly allowance of 2,000 (two thousand) taka, provided that in all cases a maximum of two children will get this benefit.

It further states that if the current provisions of tiffin allowance continue, the commission recommends increasing the rate of allowance. For employees of grades 11 to 20, the current monthly tiffin allowance can be increased to 1,000 (one thousand) taka instead of 200 taka.
