The second meeting of the Special Committee on Constitutional Amendment of the 13th National Parliament was held on Sunday (September 20, 2026) in the Cabinet Room of the Parliament Building, presided over by Committee Chairman and Home Minister Salahuddin Ahmed.
Committee members present at the meeting included Chief Whip of the National Parliament Nurul Islam Moni; Minister for Law, Justice and Parliamentary Affairs Md. Asaduzzaman; Chairman of the Parliamentary Standing Committee on the Ministry of Home Affairs Zainul Abedin; State Minister for Planning Md. Junaid Abdur Rahim Saki; State Minister for Expatriates’ Welfare and Overseas Employment Md. Nurul Haque; and State Minister for Land Mir Mohammad Helal Uddin.

Twenty-six political parties that had signed the ‘July Charter’ were invited to participate in the meeting. Of the invited parties, fifteen participated in person, while one party submitted proposals regarding the implementation of the July Charter to the committee via a written statement.
Based on the discussions held, a decision was made to prepare a draft for the constitutional amendment within 2026, aiming for the speedy implementation of the July Charter.
It was proposed during the meeting that political parties submit any specific proposals regarding the implementation of the July Charter to the committee in writing. It was further stated that the initiative to amend the constitution would be undertaken following consultations with all stakeholders of the July Charter and based on their opinions.
A firm commitment was expressed during the meeting to fully implement the signed July Charter.
Relevant officials from the Ministry of Law and the National Parliament Secretariat were present at the meeting.
