The event was attended by M. Shakhawat Hossain, Advisor to the Ministry of Shipping, and Mr. Ichiguchi, Chief Representative of the Japan International Cooperation Agency (JICA).

High-ranking officials of Bangladesh, representatives of the Japanese Embassy and JICA, project-related engineers and media personnel were present at the agreement signing ceremony.
