Chief Adviser orders appointment of head teachers in primary schools as soon as possible

Chief Adviser Professor Muhammad Yunus has ordered the appointment of head teachers in government primary schools in the country as soon as possible.

He gave this order at a meeting at the State Guest House Jamuna on Monday (July 14, 2025) afternoon. Advisor to the Ministry of Primary and Mass Education Dr. Bidhan Ranjan Roy Poddar, Secretary to the Ministry Abu Taher Md. Masud Rana, Principal Secretary to the Chief Adviser Siraj Uddin Mia and other officials were present in the meeting.

In the meeting, the Chief Adviser wanted to know about the quality of education in government primary schools and the evaluation of which schools are doing well.

Advisor Bidhan Ranjan Roy said, “A lot of money has been spent on infrastructure development in the primary education sector. But the main objective – increasing the quality of education – has not been achieved. We are evaluating and ranking the schools. We are taking special programs for the children of schools that are lagging behind.’

He said that the evaluation has shown that in schools where the quality is good, the qualifications of the head teacher and the relationship with other colleagues play a major role. The post of head teacher in 32,000 primary schools in the country is currently vacant. He also informed the chief advisor that the process of taking quick action in this regard is underway.

In the meeting, the chief advisor ordered the appointment of new head teachers as well as the appointment of new ones. He said, ‘In the appointment of head teachers in schools, priority should be given to how to bring qualified people. A few categories should be made. Those who have been teaching for many years, those with experience will get priority. Along with this, young people should also be given opportunities to be appointed as head teachers. This appointment process should be completed smoothly.’

He ordered the process of appointing head teachers to be completed by issuing a notification as soon as possible in coordination with the Public Service Commission (PSC). In addition, the chief advisor has instructed the officials concerned to change the policy regarding the transfer of teachers.

He said, “Many times, after being appointed in one upazila, teachers try to get transferred to a school in another upazila, near the city, they go around in various circles with recommendations and lobbying. In this case, there should be a clear policy and process. Only through that process can they be transferred.”

The chief advisor also wanted to know about special arrangements for girls in schools and whether the school infrastructure is women-friendly. He said, “At least one woman architect should be kept in the committee during the construction of school buildings so that women-friendly infrastructure is built. In planning, thinking, and implementation, women’s issues should be given separate importance, and all arrangements should be made.”

In addition, chief advisor Professor Muhammad Yunus also emphasized the need to consistently provide internet connections and multimedia classrooms to all primary schools in the country.
