Home Minister Directs Ensuring Timelines and Transparency in Project Implementation

A review meeting was held regarding ongoing projects and unapproved projects (listed in the ‘Green Page’) being implemented by the Ministry of Home Affairs under the Annual Development Program (ADP) for the 2026-2027 fiscal year.

Home Minister Salahuddin Ahmed presided over the meeting, which took place on Thursday (September 17, 2026) at the Ministry of Home Affairs conference room.

The meeting placed special emphasis on accelerating project implementation, ensuring timely completion, and guaranteeing transparency and accountability across all activities.

Speaking at the meeting, the Home Minister stated that unnecessary delays (time overruns) in project implementation are unacceptable, as they directly lead to increased project costs. He issued strict directives to set time-bound targets for every project and ensure work is completed within the stipulated timeframe. Additionally, he urged the rapid formulation of Development Project Proposals (DPPs) for both new and revised projects.

Referring to prison-related projects, the Minister acknowledged that the normal pace of such work might be somewhat hindered by security and access restrictions. However, he noted that there is no room for delay in general civil works or infrastructure projects. He directed that all general infrastructure tasks—including the construction of the Special Response Battalion (SRB) headquarters—be completed within the scheduled time.

Emphasizing the strict enforcement of narcotics control laws and effective measures, the Minister stated that projects involving the formation of dog squads in every district, strengthening dope testing facilities, renovating lock-ups and evidence storage rooms (malkhanas), and establishing modern forensic labs and digital forensic infrastructure at the district level must be implemented quickly according to a specific schedule.

Directives were issued to follow a specific ‘prototype design’ to transform police stations in rural areas into high-quality ‘Model Police Stations.’ The Home Minister urged the adoption of a single, integrated project—following rapid land acquisition—for areas facing land shortages. The meeting also highlighted coordinated initiatives to address shortages in logistics and vehicles for law enforcement agencies. State Minister for Planning Junaid Saki, present at the meeting, urged the adoption of a ‘programmatic or cluster approach’ instead of isolated projects to ensure maximum benefits from government schemes and to avoid the duplication of work. He also emphasized the need to re-evaluate and ‘re-scope’ ongoing projects to achieve visible progress within the current government’s remaining term (four to four-and-a-half years).

It is worth noting that a total allocation of Tk 2,662.05 crore has been made in the Annual Development Program (ADP) for the 2026-2027 fiscal year to develop the ‘Public Order and Security’ sector (comprising Tk 2,552.08 crore in government funding and Tk 109.97 crore in project loans/grants).

The Ministry of Home Affairs is working towards the vision of building a ‘secure and peaceful Bangladesh.’ As part of this initiative, the Ministry has completed the mapping of 26 commitments in alignment with the pledges made in the BNP’s ‘Election Manifesto 2026.’ Furthermore, the Ministry is committed to strengthening the law and order sector through transformative development, adhering to the ‘3R Strategy’ (Recovery, Restoration, and Reconstruction) outlined in the government’s five-year economic reform and development strategy (July 2026–June 2031).

Senior officials from the Ministry of Home Affairs, heads of ten subordinate departments and agencies, and relevant project directors attended the meeting.
