State Minister for Land and Chittagong Hill Tracts Affairs Mir Mohammad Helal Uddin has said that transparency and accountability must be ensured in land services. For this purpose, the activities of land service providers will be monitored.
He said these things while speaking as the chief guest at the closing and award distribution ceremony of the three-day ‘Land Service Fair 2026’ jointly organized by the Chittagong Divisional Administration and District Administration at the Chittagong Circuit House premises on Thursday (May 21, 2026).
The State Minister said, we have repeatedly made the service providers aware of the provision of public services. Now we should see whether public services are being ensured properly or not. For this, we have created a dashboard. The dashboard will monitor the activities of land service providers called ‘Bhoomi Drishti’, which will play a groundbreaking role in transparency and accountability in land services.
He said that this ‘Bhoomi Drishti’ app will be started as a pilot project in Dhaka, Narayanganj and Gazipur districts in the initial stage. Through this, the responsible servants will be brought under the tracking system.
Explaining its working method, he said that the functions of the offices have been geo-locatively determined. Whenever the responsible officer enters the relevant land service provision area with a geo-locating mobile phone, the ‘Bhoomi Drishti’ app will flash a green signal. Again, when he leaves the area, a red signal will be displayed. In this way, it will be possible to determine and monitor the quality of service provision.
He commented that through this, in addition to ensuring transparency and accountability of the service, the presence and activities of service providers in the office can be monitored more effectively.
Mir Helal Uddin also said that the current government under the leadership of Prime Minister Tarique Rahman is making every effort to move the country forward by improving the living standards of the underprivileged in the society. We are working to reduce land-related corruption from the marginal stage and ensure public services.
He made it clear that agricultural land, forest land and water bodies will not be allowed to be destroyed in any way. Emphasis is being placed on protecting these resources according to the zones determined in the land zoning system, which will play an important role in protecting reserve forests. He also said that effective initiatives are being taken to reduce land litigation.
Stating that the Ministry of Land has increased public awareness through land fairs much more than before, the State Minister said that the entire land management will not be allowed to be tarnished in any way because of a few mischievous and immoral people.
He said that it is not possible to change the mentality of the people by implementing the law alone; for this, a change in thinking has to be brought about, and a positive mindset has to be developed in the society.
The State Minister further said that currently, the common man is able to receive online land services for a nominal fee through 193 land service support centers in the country. Marginalized communities are also coming under the scope of digital services through these centers.
He said that most land-related transactions have already come under the e-payment system. In addition, initiatives have been taken to introduce a digital land zoning system to conserve agricultural land and forest land, through which it will be possible to ensure the use of land according to its class.
He emphasized on increasing public awareness to reduce corruption in the land sector, simplify services and ensure a broker-free environment. The State Minister spoke about making land services more modern, transparent and people-friendly through the use of technology and a humane approach.
The main theme of this year’s Land Services Fair was –
‘People-friendly automated land management, protected land, prosperous future’.
At the event, the State Minister handed over certificates of settlement of agricultural land to 10 landless people and awards and certificates to the winners of the quiz competition.
The event was chaired by Chittagong Deputy Commissioner Mohammad Zahidul Islam Miah and moderated by Baklia Circle Assistant Commissioner (Land) Shifat Binte Ara. The main discussant at the event was Chittagong Divisional Commissioner Dr. Md. Ziauddin.
The special guests were DIG of the Chittagong Range of Police Md. Moniruzzaman and Additional Commissioner (Traffic-Finance and Administration) of the Chittagong Metropolitan Police (CMP) Md. Wahidul Haque Chowdhury.
Additional Deputy Commissioner (Revenue) of the Chittagong Deputy Commissioner’s Office Md. Sakhawat Jamil Saikat also spoke.
Divisional and district administration officials, freedom fighters, service recipients and representatives of civil society were present at the event.
It is worth noting that a total of 12 stalls provided land management services in the three-day Bhumiseba Mela organized at the Circuit House premises. At the beginning of the event, recitations related to land services and traditional Gambhira were performed.
