Proper knowledge of the Constitution and Rules of Procedure strengthens parliamentary democracy: Deputy Speaker

Deputy Speaker of the National Assembly of Bangladesh, Kaiser Kamal, MP, said that the in-depth and proper knowledge of the members of parliament about the Constitution and the Rules of Procedure of the Parliament will make parliamentary democracy stronger, more effective and accountable. He said that it is essential for the members of parliament to have a clear understanding of the constitutional and parliamentary rules of procedure to meet the expectations of the people, actively participate in the law-making process and ensure effective oversight over the activities of the executive branch.

Today, Thursday (June 4, 2026), Deputy Speaker of the National Assembly of Bangladesh, Kaiser Kamal, MP, said these things at the orientation program on “Constitution, Rules of Procedure and Parliamentary Procedure” organized for the members of parliament at the oath-taking hall of the National Assembly Building.

In his speech, the Deputy Speaker mentioned that the Constitution of Bangladesh is the supreme law of the state and the foundation of parliamentary democracy. He highlighted the significance of various important articles including Articles 64, 74, 76 and 78 of the Constitution and said that these provisions play an important role in determining the parliamentary structure, committee system, responsibilities and accountability of members of parliament and the role of parliament in running the state.

Barrister Kaiser Kamal said that the rules of procedure of parliament are not just a set of formal rules and regulations; rather, it is an effective guide for conducting parliamentary activities. Members of parliament need to have a clear understanding of the rules of procedure in terms of lawmaking, participation in question and answer sessions, giving notices, raising motions and amendments, voting procedures and using various parliamentary instruments.

In the orientation course, the Deputy Speaker discussed in detail the basic issues of the Constitution, parliamentary norms and principles, the method of discussion in parliament, the use of different types of notices and motions, the importance of the question and answer session, the functions of parliamentary standing committees and the role of parliament in ensuring the accountability of the executive branch.

The Deputy Speaker told the members of parliament that one of the main responsibilities of a public representative is to properly present issues related to public interest through presence in parliament, active participation and constructive debate. The hopes and aspirations of the people and the problems and possibilities should be reflected through parliamentary debates and discussions.

He further said that the government, state institutions and all concerned parties are accountable to the parliament. Therefore, ensuring quorum, maintaining parliamentary discipline and managing parliamentary committees more effectively are very important to protect the effectiveness and dignity of the parliament. He laid special emphasis on the oversight and review role of parliamentary standing committees.

The Deputy Speaker also discussed the special rights and responsibilities of members of parliament and said that while it is necessary to protect the special rights of members of parliament, it is equally important to exercise those rights through responsible and democratic practices.

He said, “Parliament is not just a place for making laws; it is the highest democratic institution representing the hopes, aspirations, opinions and interests of the people. The responsible, knowledgeable and effective role of the members of parliament plays a helpful role in enhancing the status of the parliament and strengthening democratic institutions.”

He expressed the hope that such orientation programs would make the newly elected and current members of parliament more skilled and confident about parliamentary activities and would make a positive contribution to increasing the effectiveness of the parliament.

The Secretary of the National Parliament, UNDP representatives, and senior officials of the Parliament Secretariat and concerned officials were present at the orientation program.
