Chief Adviser’s Speech on the occasion of the 39th founding anniversary of the Special Security Force (SSF)

Speech of the Chief Advisor at the ‘Pradhan Upadeshtar Darbar’ organized on the occasion of the 39th founding anniversary of the Special Security Force at the Shapla Hall of the Office of the Chief Advisor today, Wednesday (June 18, 2025) –

Assalamu Alaikum and good morning

1. Thank you for inviting me to this event organized on the occasion of the 39th founding anniversary of the SSF. Like every year, this year too, the SSF is celebrating its founding anniversary.
2. The SSF is a small force compared to other forces, but the importance and sensitivity of its work is much higher. This force is operated under my leadership and supervision. The SSF is a trained and disciplined force that ensures the round-the-clock security of me and the President. In the last 10 months, the SSF has efficiently performed many important duties in the country/abroad. I am satisfied with the overall professionalism and sincerity of SSF. For this, I express my gratitude to all the members of SSF.
3. SSF ensures the security of my residence, office and all kinds of movement including Bangabhaban. It also plays a significant role in ensuring the security of various events inside and outside Dhaka as well as in the smooth execution of the events. Recently, SSF has successfully ensured security in Cox’s Bazar and Rohingya camps and at the convocation ceremony of Chittagong Port and Chittagong University by coordinating with other forces. Not only within the country but also outside the country, during my state visits, SSF has worked in conjunction with various embassies and the protocols and security forces of the concerned countries and made the visits a success. In addition, this force has very successfully completed the overall security of the state visits of the Prime Minister of Malaysia, the President of East Timor and the Secretary General of the United Nations who came to Bangladesh.
4. In today’s world, due to the ease of modern technology and information exchange, the type and nature of security threats are changing rapidly. Therefore, providing 100% security is a very challenging issue. Despite various limitations, SSF is ensuring security properly. I hope that SSF will regularly review various types of security threats and take all necessary preparations to deal with them. Recently, SSF has consolidated the cyber security system of Jamuna. I hope that SSF will improve the cyber security system of this office in the same way. I also hope that SSF, as a professional force, will improve day by day with the integration of advanced training, advanced technology and improved morale.
5. For the sake of security, SSF has to impose various types of restrictions which often cause public suffering. In this regard, I have instructed SSF to avoid public suffering as much as possible. In the past, all flight operations at Shahjalal International Airport used to be closed for about 1 hour for VIP flights. This used to create many complications. I have lifted this restriction. I am hopeful that this will reduce the suffering of ordinary passengers. I think that SSF will successfully fulfill all the responsibilities entrusted to it, not by being isolated from the public, but by combining public relations and security.
6. I am reassured to know that the process of modernization of SSF’s training, weapons and equipment is ongoing. In particular, on August 5, 2024, some vehicles and equipment of this force were damaged, which were made operational within a short time. In addition, the process of increasing the capacity of each member through the use of state-of-the-art weapons and equipment and receiving advanced training at home and abroad is continuing in order to make the operational activities of the force more rapid and effective. Very soon, SSF will replace their 12-year-old VHF Radio Communication System with the latest model UHF Radio Communication System, which will greatly increase their operational efficiency. I am happy to know that the work of SSF’s state-of-the-art Indoor Firing Range is almost complete and it will be possible to use it from next month. I sincerely thank the Bangladesh Air Force for providing land allocation and other cooperation for this Firing Range.
7. Dear SSF members, I know that SSF has to rely on various law enforcement agencies, military forces, PGR and intelligence agencies to ensure overall security. Therefore, I hope that SSF will maintain good relations with all allied forces and organizations and fulfill their responsibilities through close communication and coordination.
8. I express my deep gratitude to all the service chiefs for selecting and sending smart officers from the army, navy, air force, police and Ansar forces to develop SSF as a sophisticated and professional force. I especially express my gratitude to the Bangladesh Army for providing various types of training support to SSF.
9. Dear SSF members, in providing security to state-declared VIPs, in addition to acquiring professional skills, issues of character strength, improved discipline, honesty, responsibility, and human qualities must be seriously considered, and work with professionalism above all political ideologies.
10. Finally, I would like to express my sincere gratitude to the Director General and all the members of SSF for organizing this event. I believe that with the able leadership, proper guidance and professionalism and sincerity of every member of this force, SSF will continue to improve.
