Government committed to building a people-friendly and accountable civil service – Home Affairs Advisor

Home Affairs Advisor Lieutenant General Md. Jahangir Alam Chowdhury (retd.) said that the current government is an accountable government. The government is committed to building a people-friendly and accountable civil service. The civil service plays the role of ‘agent of change’ in formulating and implementing the country’s development plan. On the other hand, an unaccountable civil service gradually plays a supporting role in creating a fascist regime. As a result, the standard of loyalty and trustworthiness of civil servants surrenders to political ideals and personalities instead of the state and the people. As a result, personal benefits, political polarization and the incidence of corruption increase.

The advisor said these things while delivering the certificate distribution and concluding ceremony of the “137th Survey and Settlement Training Course, 2024-25” organized by the Department of Land Records and Survey with the participation of BCS cadre (Administration, Police, Forest and Railway) and Bangladesh Judicial Service officers on Sunday (January 19, 2025) morning at the central seminar room of Bhumi Bhaban in Tejgaon in the capital.

The advisor said that in the modern world, it is possible to ensure multiple uses of land through proper land management. Land ownership, proper use of land through government policies, land use planning, land zoning, urban planning, spatial planning play a huge role in the development of a country. He said that thousands of cases pending in civil courts regarding land ownership for ages must be settled as soon as possible. Land services must be further simplified. The registration and mutation process must be made more people-friendly. He also said that to ensure good governance, the field administration public servants, law enforcement agencies and judges assigned to civil cases related to land management need to have a clear understanding of the country’s land system and land administration.

The advisor expressed hope that with the knowledge gained from the training, each of the officials concerned will establish a ‘Land service technique’ to facilitate land services in their respective workplaces.

In response to journalists’ questions about the recent incident at the Chapainawabganj border, the advisor said that the Chapainawabganj incident occurred in a clash between two parties over paddy and tree cutting. People from both sides were injured in this. It was resolved through negotiations. He said that the people are helping the government. There is a BGB alert at the border. He also said that we are vocal about our rights. He also commented that no concessions will be made regarding border security.

Director General (Additional Secretary) of the Department of Land Records and Survey Dr. Md. Mahmud Hasan presided over the program, and Senior Secretary of the Ministry of Land ASM Saleh Ahmed, Chairman (Secretary) of the Land Agency Board AJM Salahuddin Nagri, and Chairman (Secretary) of the Land Appeal Board Muhammad Ibrahim spoke as special guests.

It is worth noting that 53 officers of the BCS cadre (Administration, Police, Forest and Railway) and Bangladesh Judicial Service participated in the 49-day ‘137th Survey and Settlement Training Course, 2024-25’.
