18th meeting of the Advisory Council Committee on Law and Order held

The 18th meeting of the Advisory Council Committee on Law and Order was held today, Monday (December 22, 2025). In addition to routine discussions, the meeting discussed in detail the overall security preparations for the upcoming 13th National Parliament elections, the progress of Operation Devil Hunt Phase-2, the Jagannath University Central Students’ Union (JUCSU) elections, the preparations of the law enforcement agencies on the occasion of Christmas and Thirty-First Night celebrations, and the progress of the murder of Sharif Osman Hadi, a frontline fighter of the July Uprising.

The meeting was informed that Operation Devil Hunt Phase-2 was launched on December 13, 2025, to further strengthen the ongoing operation of the law enforcement agencies to recover looted and illegal weapons and to suppress fascist terrorists. As of December 20, 6,598 people have been arrested in this operation. At the same time, a total of 13,505 people have been arrested, including 6,907 people with cases and warrants.

56 firearms, 437 rounds of bullets, 137 rounds of cartridges, 62 indigenous weapons, grenades, mortar shells, gun powder, fireworks and various bomb-making materials were recovered in the operation.

The meeting expressed deep concern about the murder of Sharif Osman Hadi and said that the Ministry of Home Affairs and the interim government are working with utmost importance to bring those involved in the incident to justice. The joint forces (police, RAB and BGB) have already arrested 10 people in this case. Among those arrested are Shaheda Parvin Samia, the wife of Faisal Karim, the main mastermind of the murder, his parents, brother-in-law Wahid Ahmed Shipu and motorcycle owner Abdul Hannan. The motorcycle used in the incident, two foreign pistols, two magazines, 41 rounds of ammunition and a toy pistol have been recovered.

It was informed in the meeting that the main mastermind of the murder, Faisal Karim Masud, has been identified and the law enforcement agencies are making every effort to arrest him. It was informed that detailed information cannot be disclosed for the time being in the interest of confidentiality and investigation of the case. Recently, the BGB arrested five associates of the broker gang Philip and handed them over to the police. A joint press briefing was held at the Home Ministry yesterday in this regard.

The meeting also discussed preparations for the JOCSU elections. It was informed in the meeting that the Dhaksu, Jaksu, Raksu and Chaksu elections were completed peacefully earlier and it was hoped that the JOCSU elections would also be fair and acceptable.

It has been decided to take maximum security measures across the country, including the capital, on the occasion of Christmas and Thirty-First Night. Any kind of fireworks, road blockades or blockade programs will be prohibited. Adequate security measures have been taken in every church. Security will be strengthened in important areas including Gulshan and Banani, and the DMP will take necessary steps to keep traffic in the capital normal.

The meeting directed the law enforcement agencies to further strengthen Operation Devil Hunt Phase-2, increase intelligence surveillance, ensure security at KPI installations, set up check posts across the country, and monitor around the clock through control rooms and CCTV cameras.

In addition, the meeting was informed of the arrest of 17 people in the attack on the offices of Prothom Alo and Daily Star, the strengthening of security for editors, and the arrest of 10 people in the murder case of a garment worker in Mymensingh.

The meeting was also informed that maximum security measures have been taken on the occasion of the arrival of BNP acting chairman Tarique Rahman in the country on December 25.

The meeting reviewed in detail the law and order situation across the country, violence prevention, suppression of theft, robbery and extortion, prevention of cyber incitement, prevention of violence against women and children, drug control, payment of salaries and bonuses to industrial workers, and the situation at the border and Rohingya camps.
